No it's really not limited.
When you put another exhaust on your bike, like a SCR Corse, the RPM meter on your dashboard can go full RPM's.

But why can you buy an unlimited CDI if there's no restrictions in the original one?

It is a Ducati ignition. There are several mopeds with that ignition.
Maybe there are limited CDI's, but they are not stock on Derbi and Aprilia. I'm sure that's in the Netherlands. Maybe it's in Denmark, because you can only drive 30 km/h...

Maybe that CDI is for an Aprilia before 2006. They have got an Am6 engine. The newer ones have a Derbi engine.
